They treat shai the way they do, because she looks like a child. They don't want to get in trouble for doing anything that even vaguely looks like it's sexualizing a child. But Nova? She's clearly an adult. They could strip her naked, and they still wouldn't have the problem that they're worried about with shai. Of course, a naked woman would be too much for the game's rating, so they're not going to do that, but even if they did, it wouldn't have anyone screaming pedo, or child porn, or anything of the sort. You can certainly argue that they're being too worried about getting in trouble over shai and that some of their choices aren't necessary to avoid making it look like they're sexualizing a child, but either way, it has nothing to do with any class where the character is clearly an adult and would never be mistaken for a child.

They won't ever get in trouble for lewding the shai loli. They have underwear already in-game, and they already have NPC Shai where you can see their underwear. The game is uncensored already if you get lucky and look around. They just keep forcing Kakao's stupid policy on us. Global labs does not have censorship. BDO Mobile does not have censorship. All regions around the world besides NA/EU does not have censorship.

We get the butt-end of the stick because of Kakao. All costumes look horrible if you don't have the bear or pink underwear and you can only obtain those by RNG underwear boxes. If you don't get it, you don't get pretty looking costumes.

Tamer looks like she's 14+ and yet she isn't censored. Witch is the same way, she can easily look 14 or 15. It's hypocricy, they should decensor shai. There is zero excuse for it.

I don't think Kakao was making a personal choice here, it was more like a business decision to avoid potential problems. And PA probably did the same. 

They're not a scapegoat, they created the problem by censoring it in the first place. PA probably doesn't know any better and just continued to adopt the same stupid policy. This is why Kakao is relevant, because they censored it. Now it's up to PA to realize that we don't want Shai to be censored, we want the same treatment that is given to Shai globally, which is uncensored.

Kakao did make a personal choice in the matter. There was no business decision to make to avoid potential problems, there is literally no controversy or laws agains this. Every other game doesn't censor. The only other game that I'm aware of that censors this type of content was Tera and that was again, NA only and they reverted their decision afterwards at some point. PA can do the same. I'm confident PA is just being ignorant about what it's like to be publishing in NA right now. "Kakao did it, so we may as well do it too".
