It's really hard to do Seasonal Content when the programming disallows completing Seasonal Content. Five stars. 

I thought he does?  If you have Beginner Black Stones in your inventory, Fughar will exchange them for Naru gear.  If you have PEN Naru gear in your inventory, Fughar will exchange it for PRI Tuvala.  At least, that's what I recall.

as well as that tuvala ore can be converted to amour weps and accessories via main city blacksmiths

He never ever sold it, and  now you exchange PEN naru into PRI tuvala in your inventory

They made it even easier this season.  This is why people oppose making things easier, because the people that couldn't do it before still can't figure it out now.
