Then you are 30% of the way there, most people have been getting the whole piece about the same time as when they get 55 pity pieces.  Worse case scenario you get all the way to 100 pity pieces.

I am still far from 30% it takes 200 and not 100

It only takes 100.  Once you collect 100 you go to meridora in Grana and show her the 100, but you don't turn them in.  You then comebine the 100 you have with the item she gives you to get the whole piece.  It is confusing but you don't need 200.  You are correct you are not 30% of the way done, you are however 30% of the way done with the blood wolves piece.

Where is such a statement from the dev team? The fact that some Korean said something has no value for me.

Mini pieces same as normal pieces drop only from executioner and guardian. That's why nothing has changed.

Other mobs can't give it because in this game we have loot mobs and trash mobs, trash mobs don't have loot, only trash.

Personal experience, I have gotten pity pieces from Frenzied and from Wardens.  As for the whole piece, people have recorded where they come from based on the server wide notification when one is looted.  As for a PA statement when the pity pieces were added PA said that they drop from ALL mobs at the node.

They never said "from all mobs", they said: piece drop from mobs in (name) monster zone. And that's a colossal difference.

I have different "personal experience ". It's about centaurs, not blood wolves, but it doesn't matter. The fact remains that mobs other than axe and hunter never gave me anything. And I noticed that it is the same in every zone in game. Eg. 7 types of mobs, but only 3-4 (strongest) can give loot. Killing others is therefore a waste of our time.

For me it is still a waste of time and will be until there is one kind of mini-parts that drop everywhere and can be replaced with any part.

I loot more conneris like keys and heaps of pure magis about fifteen caphras and a lot of fur and teeth far too much chest but no wolf oath fell

so I used the rest without the scroll and just the agri
two manos clothes, two kagtunak and four wolf oaths about thirty caphras and without counting the waste a little less but still there ^^

so suddenly I always conser scrolls to make money I'll try without any buff just level ten of the node

It's rng. Sometimes you have chance even for 10 per hour, sometimes none for 3 hours. During the last event I killed hunting mobs in Odyllita for 3 days and didn't get a single treasure mini part. How? According to Pearl Abyss, it was these mobs that would drop him.

Agris has no effect on the Wolf's Oath, only on the trash loot FYI.
