Alt+C on (crossed swords) icon gained on hitting a non war target, non crossed swords target.
Alt+C off (no icon) after 10s CD timer expires, and can only hit red players or crossed swords.

If you intend to defend yourself against agressive PKers that are not red, you can not do so without risking your own Karma, making it so that if both players are flagged no karma is lost on either side allows both players to engage in mutual combat and provides the intended victim a chance to protect themselves before it is too late.

I would argue by removing the ability to defend oneself from a flagged person without incuring a karma penalty that there is no free open PvP.

I think that the one initiating the fight should always have a minimum penalty when one finally dies, even if both players are flagged. Creating the initial conflict and not stopping before a death should never be free, except during a war.

Not bad, but the Flag needs to be cleared on death, otherwise someone who tried to defend themselves could be farmed for the next 5 minutes.

We need OP PvP, otherwise the toxic mess that Seasons and Olvia will happen everywhere.

Clearly you have not ran into the Trolling Grab Strikers at high end grind spots, because Striker's deal no damage unless their grab lands, they can press Alt+C and try to grab, if they miss their grab because you I-frame it or something else, they do no damage and thus are not flagged preventing any retaliation, this allows them to just try again 15 seconds later.
They could keep the 3k first hit karma penalty while removing the on death 50-150k karma penalty if both are flagged, that would be a minimal penalty, without the toxic penalty of someone trying to troll you.

Yes, it is obvious that in this case, any act of aggression (working or not) should be the trigger for the penalty I mentioned. That's a very good precision, thanks!

I can only guess that is what the OP meant. Altho I do like your suggestion of anyone flagged should be free to attack without needing the first hit. Unless that is not what you are suggesting.
