Bheg fails to appear on Elvia server at Imps

Whenever I get a message saying that Bheg has appeared after killing the Imp elites at a flag on Elvia servers, he fails to spawn if another Elite is killed at the same time and the normal wave mobs appear. This has happened 3 times, once in a party of two and twice solo.
