The target group is more like: people who like playing male characters, not necessarily female players. From a marketing perspective it is still a better approach to diversify your offering, since BDO already has enough for the people already playing it, otherwise they would not play it.

Riiight, what are you.... 16? Is this the 90s? Why do you have to create a character that looks like a "general female"? Why can't you just create a character you wish you could be or want to be or perhaps looks like you or a celebrity you like? Why not just create a character that you enjoy looking at? Why do you think that women aren't attracted to looking at other women? Do you think that playing as a male is empowering for a woman? Not really. But at least there are choices and it's not strictly all female classes.
15:9 seems like a good ratio for this game and how it advertises itself. There is no such thing as equality. Things can appear equal but they never are and never will be. That is a rule of life that you have to learn to live with. People of every race, sex, orientation etc... will all have their own pros and cons and have to learn how to deal with it. There will never, ever be a moment in time where that becomes different unless we all become hive minded robots. These traits are a beautiful thing and should be embraced, not scorned and pushed as labels to keep people down and used as a crutch in society. Pearl Abyss chose the 60/40 route and that's fine because that's what their audience wants and what will keep selling for us to play more for "free". Appreciate that there are options, we could be living in North Korea where options given are regulated by the government like what hair cut you have. In BDO the level of customization is crazy! You can even make a boy Shai if you wanted to.
