Setting don't really matter. its happen even in remastered mode or Optimal mode ( On the video and screen i am on Very low)
Restart only fix the issue for few time. If I leave the zone and return the texture depop re-happen.
Its mostly like this since forever, its just more accentuate at Or'dilleta since tree literally become White.  not just the 2d tree model like other region ^^.
