I don't know wtf is going on but I patched over a gig through Steam, then the game launcher wanted to patch, then Steam wanted to patch again.
Last time that happened the game ended up with file errors and I had to delete @#$% and repatch to get back into the game.
Mostlikely never.
Like back a half decade ago, it was clearly writen in the steam comments that the steam client have issues(hence I picked the normal one). Nothing changed since that, surely they will fix it...

or ask steam to fix and reload
else show the error message, normally you have tutorial what to do to fix the problem

BDO Steam launch was in May 2017. Or with other words "half decade ago".
If you don't want problem with Steam client you need use "scan files" after each update.
If not you have higher chance for random crash when you change char or die at world boss.
