Quest: A Poachers Suggestion, cant steal mouse

Has anyone figured out how to get the mouse bait? The box next to her has no option and i am unable to steal from Friella, I have forfeited and gotten the quest again but still nothing :(

Was supposed to have been fixed, but seems it keeps reverting - ? I didn't have any issues the last time I went through it, but then I may have done Friella's other quests first that time.

Yea I saw all those posts, have done everything, even finished the quests yet still doesnt work.

I don't know about the quest in question. Stealing from an NPC normally has to be done from behind them. This sounds a little like the stealing clothes patterns from the sleeping shai, Yaz, in Heidel's inn. You never seem to be in danger of getting caught.
I looked the quest up and found this requirement;
You must have at least 2 empty slots in your inventory when stealing "Mouse Found in the Box."
I must have missed this quest or not there yet. Is this a main quest?
