This will never be truely fixed because it's a game engine problem and as long as we do not get a completly new game engine (which is unlikely to happen), it's not gonna be fixed.
Also locking the game at 60fps for everyone was already tried and it broke the game so it had to be emergency patched again.
if a remember correctly its was a 60 max input by seconds not a 60 fps cap.
The maximum of input and frame rate are not the same thing.

● Changes have been made so that key command can only be applied maximum 60 times a second.
- The change has been made to fix the issue where frame per second (hereafter FPS) would affect skill combo mechanism, which lead to a situation where abnormally fast key commands were available with certain PC environment.
- Please note that some skill combos that were used with certain PC environment can be unavailable with this change. We intend to make further improvements so that all skill combos can be used regardless of PC environment.
- We are going to have this change thoroughly tested in Global Lab (Test Server) before actually implementing to the live service.
It was a skill animation lock to 60FPS via a lock to being applied 60 times a second, rather than previously where it was applied once per frame.
