Rules are rules! EU cannot transfer progress to NA, and NA cannot transfer to EU. Simple as that.
If you signed into RU server then it's on you. Your problem. Also, politics and all this should not be in here. This is a gaming community. Please consider putting it elsewhere and contact support.
I am getting tired of all the wars and politics. Now it's on here? Seriously...
If we had a choice in 2014 RU server or EU, we would go to EU, but our IP addresses on EU would not be blocked. Only at the beginning of the war they unblocked and began to issue passes for Ukraine.

Actually, if all Ukrainian IP addresses are being blocked outright from accessing the game, and you have proof, then you can take this up with Pearl Abyss since your region is serviced and you can't access your account through no fault of your own. Also the commenter above me is incorrect with the assertion that PA won't/don't care - they canceled the global siege finals when Russia invaded Ukraine.
OP, the forums are the wrong place for this. My suggestion is to direct message on of the GMs/CMs on the BDO Discord server and explain the issue. If you can prove that you're not able to access the game due to Russian IP banning then they will help you escalate, if you can't prove it then they will likely help you investigate. I don't know if they're technically able to directly move your accounts (afaik there's no precedence for this) but perhaps they can make a move over to the EU server less painful somehow.

We wrote many times to Ru support where they answer with a bot and do not provide any help. On the EU Discord server, they also wrote about help, wrote to the admins, where they simply ignored it, contacted people who were streamers who have a connection with them, but the matter did not progress in any direction. Here we write on the forum that people themselves would talk about it. So that they know what is happening on the Russian server. That we would be noticed by the project management.

so restart from scrach on eu in season server and do your chenga tome quest ^_^

Well i think, as Ukraine is EU candidate as Serbia its may be correct to stop reccomend Russian server (during the war between RU and UA) for Ukranian people. And may be to make possible to transfer their characters (w/o shop items and with paybill of 10 EU as for new acc) to EU servers.
Ukranian people cannt use ru server (without vpn) because ru ip are blocked. Also many of our people flee to EU, and i think they can be want to play with their family and friends which stlill left in Ukraine.
Games are pop culture and culture is politics everytime in history. You can hide your head from it as small child close their eyes, but its truth.
Korean games are cultural expansions of Korea for example.
