Has anyone figured out how to use this item.  I put it in my residence and hit R and I keep getting Facility Tool Usage Buff menu.  Please helpl.

You may have already figured it out by now from watching YouTube because frankly there is no indication in the game on what to really do. But after using the glass of reflection rather than trying to talk to the soldier at the outpost you need to go back to Tarff( sp ? ) and talk to the woman in the center of the town.
