Which city has the most Horse Ranches / max slots

Does anyone know which city has the highest number of maximum horse slots by purchasing horse ranches? The base limit is very low and I dont get enough slots from the few horse ranches i can buy where I am now.

Calpheon, Grana and Duvencrune can be expanded to 8 slots via level 5 horseranch. Heidel would be 7 slots. If you have an Old Moon Book running that's one extra slot on top.
