There are few classes who can onetap a group of players with their 100% or 200% BSR skills, meanwhile there are others whose BSR skills are only usefull for suicide.

PA clearly proved it over the years that they aren't commited to balance those skills, so just remove them from PvP, put 99% PvP damage reduction on all of them and change the AP to monster AP.

There are already way too many abilities in the game than what PA can balance properly, adding a another (pointless) layer on that just make it even worse. Convert those into PvE only skills so the 30minute cd also can be removed from them, which would give some point to the BSR artifact/acessory set aswell.

Also every class already have an E buff for ultimate anyway, buff those if you feel some classes needs more.

play awe lahn, in the rare occasions I land my 100% on an enemy, it does just no dmg/time this skill takes so long to cast and animation is so long, i can kill the enemy with my standard combo in the same time. 

It doesn't 1shot any1 even if i hit all ticks tho....
