I pulled this from the special chest at Alejandro's farm.  It directs me to the Heidel jeweler NPC.  She has nothing to offer me.  Aminity is over 270.

Borked or Junk?

You need to activate the quest.  Hit the "O" (oh, not zero) button to activate all quests.  Click the all quest icon at the bottom of the pop up window. You should be able to get the quest or chat about it.  You can turn one in per day.  

It's a little crazy that they have quests turned off by default.  Maybe so that new players aren't overwhelmed by all the side quests....

Thanks a lot!  It makes one wonder how many people just toss it thinking it is junk.  Total value 20 million silver.
