Character slots are also energy batteries, even if they are a bit slow to charge. And inventory slot holders. And probably other things that would be game breaking if there weren't compensating limits added.
Maybe some sort of character "stable" (or old adventurers' home?) system where stabled alts had to have inventories emptied of all non-character bound items, and are set to zero energy. That way if active slots are full, could swap an alt into the stable after disposing of inventory and energy and anything else needed to prevent exploits. There's probably a lot more to it than that, but hopefully this gives a general sense of what I'm thinking of.
And I could see time-gating stable swaps in various ways. The primary purpose would be just so people could mothball alts to keep trying new ones. And then you could explode the class possibilities without running into that particular problem.

When seasons started coming out and Tuvala V gear/lvl61 was easily within reach, I did the following on 9 alts with mediocre gear,and in the 58-60 range:

-I cronned all the outfits, and whatever gear I had I sold it.
-I saved the beauty album look.
-I exited to character select menu.
-I selected delete character and typed in the characters name.

Now I have a bunch of alts with pen Tuvala at lvl 61 with a bunch of skill points. I feel youre pain on the other investments, but it seems pointless to keep them around, if they have inferior gear, xp, etc. than what you get from 2-3 days in a season server.In my case that most alts are boss alts, the better gear thats basically free is a big boost compared to my "welfare half assed tri/whatever with asula rings" I was wearing.
As for the 28 slots, it's more than enough, 1 for each class, and 4 more so you can have a total of 5 Shais.

The thing about GW2 is that people didn't like the game and they were forced to change their mentality. Then they eventually were content to spend very little in development and just focused on living world and said "that was it". Guess what happened? Most people left. They later realized they were wrong (again) and started to release new expansions. They expanded on their core game and people liked it a lot more. Unfortunately there are some EA/blizzard level shady items on their cash shop, pretty bad and it puts PA to shame.
BDO has been through a few of those "near death" phases as well and do get up and moving when it gets rough. People claiming "you guys make claims that BDO is going to die but it never does" and the reason why it doesn't is because PA puts a lot of effort both in marketing and making just enough changes to get people enticed again. Sometimes those enticements are in form of promises which are rarely ever delivered and never delivered on time. So my trust in PA to deliver on their promise is virtually none. Expect more character expansion slots once they generate enough interest for it.
