Regardless, If I misunderstood or not adding a total of 20-30 more DP would hardly make any difference. It's just so small that it won't still be effective. It won't make any big of a deal.
Just to add: Let's say 20-30DP was added to any type of seasonal gear. Once you graduate, those DP numbers won't mean anything still. Ofcourse, I am taking into consideration the AP/DP brackets. And those additional DP numbers will only better protect you in PvE. As I have said already, in PvP the difference will barely be even noticable and it's just not worth adding that small amount of DP.
There are some classes that have favourable class modifiers too over the other(and maybe a smaller than usual PvP damage red. on a specific skill). OP may be trying to suggest something to improve survivability and this isn't the only topic about it. But the problem will persist, even if DP was increased by that small margin, BDOmonster.

It sounds good only on paper. Practically it won't make that big diffence.

Have brain and play BDO long enough and you realize that it's combat is broken and uninteresting at any GS. People want to believe that it all somehow makes sense and works out in the end but it doesn't. This is why there is no real competetive scene. If BDO's combat was really considered good people would be putting money on the line.

I think they are making big changes for the competitive scene with AOS, and they could at least try to balance the game especially for full pen seasonal gear. It would really make people see the game as fun and worth playing. Even if the, game has worse pvp at end game because u do too much dmg.

What is the point of balancing stats on Tuvala, when there is a better gear than it?
Seasonal armor set on PEN are equal to TET boss armor.
Seasonal weapons on PEN are equal to TET boss weapons.
Seasonal accessories on PEN are equal to TRI Rings of Crescent Guardian, TRI Ogre, TRI basilisk, almost as equal to TRI Tungrad Earrings(if I am not including the additional BSR).
Tuvala is fine as it is. Theres absolutely no reason to change it. Everybody just looks at the better stuff, so that they can replace the weaker gear. What's the logic here?

I think he was talking about balancing the game for this kind of gear and GS, not modifying the gear itself, so that players would get a better feeling of the combat system.
But in the end, you're also right, balancing things at a medium GS when players are actively looking for a better gear may not be the best choice, they already struggle to balance things at high GS, so how could they even try to balance things at a lower point too?
