Succession Casters

Succ casteres are bottom tier when its comes to pve, i saw you are buffing classes that are already not that bad at pve.
All succ casters are forced to play other characters in order to get some loot.
In my case the difference between my 309 caster and 302 awa striker is more then 1k, why?
Why am i punished for playing succ caster?
