Hes talking about people who just left seasons without SP as they quested from 60 to 61 , in turn they do not have enough SP iirc its like 900 or less to hit 61 with doing quests and being power leveled.
This. I don't see any other logical explanation for why some players do almost no damage, especially that basic gear on solar is full AP.
