I have posted this before, but i think i should explain it better.
My idea is that Shai should be fully redesigned and reworked. This is, in my opinion, the only way to fix the issue entirely.
I would divide it into succ and awak as any other class.
But succession is more meant for dps and pvp solo and that kind of stuff.
Awakening is for those who still want to be a support and help their allies, while keeping some of the solo aspect. 

This would be much better this way.

Pointless, after the nerfs PA will procced to forget this class even exists besides the 'playing instruments' part.

Not trying to discourage you for trying, I'm just talking from experience regarding to PA and this class.

It is shameful what they have done with shai, and I agree that she probably just needs to have her kit redesigned.

yup, the experimental idea PA had doesn’t seem to be working for PA or us. So time to make it a succ awakening, like mentioned in OP

Only problem is, it cost extra resources and will PA respect the player they let down and PA take the fiscal loss by spending more recourses?

Or will they stuff the player... PA rep not ours, at least we will be sure what they are.

PA only look at short term with things like this because they know you will all forget about it and let them get away with it (reality)… that needs to change somehow.

Hay PA! it’s okay to make a mistake.. it’s what you do to fix it that counts :)

Either they rework Shai or they make it a true lifeskill class and give bonus mastery for lifeskills based on combat exp level. 

They could go the Lord of the Rings Online Minstrel class route, which is basically similar to your suggestion. You can spec into dps with some CC with low heals and buffs from your skills, or you can go more support with good, long lasting group heals and buffs while still able to do some damage.
