Cant access my NA BDO account from steam HELP!

Hello, I am located in Latin America (Chile) but I always played from steam on the NA server, now I am trying to return to the game and download it as I always had done BUT the SA server launcher opens ... All my characters are in the NA server but I don't see the way to access from steam or to change the server, any help?

when you say you return, is mean you quit black desert while at last 2 years ?

I assume you play on steam? Following the unification of the SA game into the "international" version of the game due to PA taking over in SA, players whose steam location is in SA automatically got sorted to the SA version of the game. If you want to be able to access the NA launcher again, you will need to change your steam location to NA, as well as send a ticket to PA. Support will be able to give you more detailed instructions.
