is there a way to remove skill points from just one skill with out resetting all the skill?

you just right click on the skill ?
Or if you meant : be able to do that for free without spending 2k loyalty on a moon book thing or cash shop item if you dont have any skill reset left ( or one you could grab for a lvl57/ succ quest ), then no.
