This skill has very little impact on the kit. I'd like to suggest changing the skill buffs completely. It would be much more ideal to have a buff that functioned more along the lines of Awakening Sorc's Grim Reaper E Buff or Succ Mystic's Prime: Amplify Martial Spirit. This skill is currently a 3 minute cooldown however the effects given do not feel like they justify the current cool down of the skill.

The things this skill would most benefit from gaining would be Accuracy and Evasion buffs. Please consider reworking this skill to better reflect the playstyle of the class. 

I agree, though I would go about it a little differently; Succession corsair could be a little more team-play oriented similar to awakening, with DP shreds, Evasion reductions, block breaks and party heals, perhaps now with a party buff.
I would change it to:
+20 AP
+15% Accuracy Rate
+30% movement speed (Applied to party members)
+20% Attack/Cast Speed (Applied to party members)
