I am giving this thread a little bump as it's been some time and I'd really like to see this relatively simple feature implemented.
Pearl Abyss, if you reach out to AMD they will help you implement FSR 2.1 (or 2.2) into your DirectX 11 game. The GPUOpen downloads may be for DirectX 12 only, but it's definitely still doable and you've done most of the work already getting motion vectors for your TAA.
