Like I said, at this point I dont see why not. Game is already not the same. :(
I'm of the same opinion, although my stance has been and remains neutral on this, at this point, for all the reasons I already pointed in other comments...*Shrug* why not, it won't really affect anyone, as there's a mountain of other issues that the game has at this time that need PA's serious attention to even get the game out of life-support/maintenance mode, from the revival of the more hardcore owPvP, to the PvE scene, to the PvP focused NWs, Sieges, battlegrounds (like RBF), lifeskilling, etc etc, that PA doesn't seem to care and whenever every couple of years they try to do something, they just make it worse... and the problems that will arise from a PvE Server, will be self correcting, for better or worse.
P.S - I may sound harsh, but it's cause I really like this game, and all of it's aspects (minus PvP balance, but I ain't opening that pandora's box xD ), and hope to see brighter days for it, as unrealistic as it may be.

False question with biased suggested answers, but I'm in the mood to answer :
- Not wanted by devs. In itself, it should be enough.
- pure pve experience in BDO is not a nice one for everyone, season shows it. While some may like "outgrinding competition", for others it may look like a griefing fiesta.
- PvPvE players are often tempted by the "path of least resistance", if they think they can get more benefits on a pure pve server, they may go there. Even if they have nothing against owpvp. It's called bribery.
- and who will be more tempted, if not the ones who are pretty confident in their gear? Yeah, it may remove precisely the ones with a high gear. The ones who could stand their ground.
- maintaining 2 different versions on permanent channels is no small matter. It costs money, it splits ressources and devs' time. And it wouldn't impact the whole game, you sure?
- it opens the door to many other suggestions from players who also want their own version of the game. Pandora's box, and so on.
But yeah, we're probably the ones with the egotistical behavior. I mean, after all, we carefully chose a game with a regulated owpvp, with the idea of using this possibility (and we currently don't have a lot of choice with such freedom in owpvp), and we're not considerate enough towards those who blindly picked the game and want to have their own personal version of the game...
... Yeah, the sarcastic tone is intended.

In full disclosure, we are currently not considering implementing a PvE-exclusive server.
By design, Black Desert aims to be enjoyed by multiple adventurers on a vast open field, which is why we consider the open field experience as one of the game's most essential features.
However, it is true that this can also be a problem if we guarantee too much freedom of it. That is why we allocate safe zones throughout the game and impose penalties for plays such as unilateral forced attacks.
However, as you suggested, there are circumstances where you get hindered by other players while you are doing life-skill content, such as horse training. Regarding this, we will think about ways to alleviate such inconveniences.
