Title: Cost of nodes should be changed

Region (NA/EU): NA
Suggestion/Comments: All base nodes should be 1 CP. The first resource on that node (if it has any) should be 2 CP and the second 3 CP. Empty nodes costing 3 CP is .... painful especially with how slow we get CP after a certain amount
