Suprise!! Iv'e been to the foreign lands for a while. Observing the map, the cities, and everything in between.
Here are the results:
As expected the player base is minimal. The lower zones, Life skill areas, and Towns are pretty much vacant. You will find others, they do exist. It's just not thriving like other servers. The server is highly under utilized.
Naturally this is the case because of many factors. One being it's not convienient to just swap any time you run into issues. You may as well just avoid the server entirely if that is the case.
But all the end game spots are so contested!!! In most instances Arsha doesn't even shine here either. In fact in many cases it simply can't. It's not possible to exceed maximum capacity. If Stars End for example is full then it's full. It never really gets 3 players stacked in a grinding rotation on any Server.

With the current state of the game grinding is only a single aspect. The Arsha Server really falls flat here. The only spots being utilized (are mid-end game grinding rotations for drop boost). Overall not a very good use of limited server resources. If you look at it from a load balancing perspective for example, it's a weak point.
Additionally, it really demonstrates this isn't the preferred game play by the vast majority of the community. In contrast I see people every day while auto pathing across the entire map on other servers. I see many towns highly active with BOTH active and AFK players. This isn't the case on Arsha.
One thing is clear: The concept of adding more of these servers so a few people can abuse the 50% drop boost isn't an option. This would only cater to a very small portion of the player base and for all the wrong reasons.
Is it just me or are you surprised people don't autopath on a server where people are able to pk them with no karma loss.
Additionally, are you really so desesperate to cry about this server that you pathetically argue that people don't AFK in towns there ?
Even a child could figure out that the openworld ruleset doesn't apply to towns, therefore why would anyone bother doing their AFK activities on Arsha.
Additionally, if you had any clue about the current state of the game, you would know that there is a drop rate equivalent to Arsha one applied to all servers, which negates the loot incentive to go there.
Lastly, given how wide you usually run your mouth it's surprising you don't live on this server. A very likely theory is that you aren't a competitive player but just a griefing coward. The fact you don't even have the balls to use a game acount to pollute the forums with your crap demonstrates this.

That's actually not the case. As many people have pointed out people fear going on the Arsha server believing they will be up against 700 GS players at every corner. The fact is a lot of lower gear score players try to do mid level content there for the boost.
Keep in mind those players NOT on Arsha for PVP, but for the drop boost. This is an expected result as that increased drop rate can ellevate some areas quite a lot. However, this is NOT the intent of the server.
In the end game locations there is more higher level PVP for top tier locations. This only suits a very small fraction of the player base though.
In general PVP servers do not optimize or distribute the workload well at all. They only cater to a insignificant amount of players at the cost burdening other servers.

I can confirm that over the years I have been in quite a few fights where I was either the under dog or equal at best. Upon winning some of those fights the opponent never returned. I was suprised by how easily they gave up on fights they probaby would have won the majority of the time.
What you said is very true. It's also consistent with what the developers of New World discovered.
It's actually consistent even with other animal species and human interaction. Even a bear isn't looking to instigate a situation with a larger bear. However, if they find a stream where other bears are fishing, they will have no issue stealing from smaller bears and female bears as they are often genetically physically weaker.
