Rbf is one of the few pieces of content players can do, and valencia rbf is pretty fun. Right now though, it is completely unplayable without top end gear or very very specific classes. Rbf is one of the first experiences of pvp new players can access and I can imagine many being turned off completely when they die on repeat straight out of spawn with no chance of even fighting.
So far there was an attempt for gear matched rbf, but the implimentation was terrible, it was hidden away under the normal rbf and players wouldnt even see it most of the time.
I think something that will benefit not just new players, but also players who want to pvp with some skill involved, is a forced time period where rbf is gear matched. There are many ways to implement the time period, it could be certain days, it could be certain hours within the days, etc etc. Also, the caps need to be a sweet spot between not so tanky that no one is dying and, not so squishy that everyones dying all over the place. Im sure this time frame will encourage many more players to try out rbf, and get a healthy taste of pvp. Would love to see a RBF with Arena of Solare gear, I think that would work much better than any gear cap or other ways of PA trying to match your current gear to others..
Go play season rbf if you want equalized gear.
RBF is the only pvp content left that is accessible to everyone where gear matters. The population in RBF can barely sustain 2 RBFs going on in primetime, let alone in offtime. Splitting that even more would not be beneficial. The gear matched RBF can already be experienced in seasonal, as was said before.
I would personally even advocate to remove some of the additional mechanics in RBF, like the extra stats as well as the DR % increase depending on the amount of damage taken in a certain timeframe.
From personal experience, I learned all my PvP with Castle Ruins RBF back in the day, because i always thought duels were boring and I was not in a NW guild. I was always undergeared, but I learned how to play to my strengths and by now I am at least passable playing it. Gear is not as much of an issue as you may think. The bigger issue is the increased damage due to reworks, especially ranged, that make it close to impossible for new players to actually learn. Matching gear is not as useful there, since these are class issues more than gear issues, as some of these things were observable also during AoS (E.g. Succ DK damage vs succ Sorc damage) and some werent (Succ Rangers dont exist in AoS because there are no rooftops to hide on).

Well thats just the thing, What was proposed here is a middle ground for players who would like gear matched, and not like gear matched rbf. I suggested a limited time where rbfs are gear matched, not perminent.
