I completed both the above quests but did not recieve the additional +1 AP and +1 DP.

As I follwed the quests, I turned in all the required accessories and even recieved 3 pieces of knowledge; Tungrad's Records #1, #2 and #3 in the Turasil's Legacy Adventure Log. I switched servers and logged in and out of the game hoping the issue was just a little bit of lag. However the only AP and DP showing for my charater's base rate is from my completed Journals and from the Happy Black Spirit Buff. 

Also as I completed each quest they dissapeared from the "Quests" Window.

Same for me: no recorded increase.

I thought I had the same problem, but I was going over all the applied AP and DP I have, and when I looked at the guide they posted after last maintenance, I noticed this:

But my own Adventure Journals claim to have added AP+7 / DP +6. Might want to have a look and see if yours is the same. Maybe the AP/DP was added, but was put in this menu despite not coming from a journal, so we overlooked it.

Indeed the AP and DP is shown in overall stats from adv logs. Same as Elvia Kzarka weekly stats are added into adv logs. There is really no better place to track it from.
