It's a F2P game, they gotta earn money for their food somehow, and selling cosmetic features is common in similar games in the industry.
They certainly make enough money from all the stuff in the pearlshop. I bet that there are only very few people actually buying a mervs palette sub. They all just buy VP and you want to have that anyways.
Giving an option to get the palette as a treasure item would barely impect their revenue.
F2P players will always complain to have for free what others paid for.
I don't see the problem to pay PA in order to maintain the servers and the game.
Completely removing both existing and planned systems and moving them behind a paywall isn't really nice, regardless if you f2p or not.
Also, PA likes to take game systems and move them to Pearl Store *sad look at the Training profession*. Also also, if the game is fun and well maintained, people that are willing to support the game will do so more often. F2P players won't suddenly start supporting the game financially if PA moves more game systems in the Pearl Store, especially those that embrace the mentality of "I payed 1€ for the game, so it isn't F2P. Now gib me my free stuff!"
So yeah, make Merv's Palette end-game, if nothing else. After all, fashion is always the end-game of mmos...

That is true that they make the bulk of their income for P2W like cronstones, and the mervs makes them much less money, but in my option they should rather sell cosmetic than P2W.
They probably already know that many of us who get the VP is mainly because of merv. I do buy an obscene amount of costumes for glamour and have bought convenience items though but if it weren't for merv, I wouldn't ever buy the VP. It has other great benefits, but benefits I can do without. It's not like I can't just go to the CM and order a VP either however I do think it would promote players into buying more costumes if they could color it for free.
I do think that the whole pallet system needs a makover so to speak though. Like, we need to save presets, regular dyes need to just be deleted from the system and once you dye your outfit, maybe it should remain dyed that color until you use a VP again? Same with the presets and all functionality.
Better yet though, do it GW2 style and make all dye choices available in-game and you have to work for it but once you unlock it, you unlock it forever. The exception will be the RGB dyes which comes with the VP? Maybe make RGB locked like a legendary item if you don't have a VP? In ultima online you had to craft your own dye kits but you could also sell those. There's many possibilities and I hope they consider options that would benefit both the player and PA so we can all be happy.

To be fair in every other game I've played once you dye something, it's permanent. Plenty of MMOs sell dyes in their cash shops, which most people are fine with, but I have yet to run into another game that removes dyes from all of your outfits every time your subscription expires. That's one step too far imo.
Having a super grindy in-game alternative to give players peace of mind that their outfits will always look stunning seems more than fair to me. I agree with @TooShai that the RGB feature being locked behind the VP is more than incentive enough for most players to buy it.
Heck, if you want to go one step further to ensure that the VP stays relevant:
1. Make Merv's Pallette a new easy-to-obtain quest item with a storyline, but it would have 0 colors available at first.
2. Since the dyes are already grouped by region, require players to grind out different types of enemies OR gather different types of gatherables in all regions to unlock individual dyes on the pallette. (should cater to all playstyles)
3. Keep the open-ended RGB feature locked to the VP.

Your sarcasm knows no bounds. Nobody uses this because you have to buy an RNG dye and you need to somehow get lucky and get the same dye multiple times just for one costume. Additionally, you have to buy bleach for like 60 cents or something to remove it. You can't even use Merv once something is dyed, you have to pay to remove it. Nothing about that system makes sense and the only reason why anyone would do that is by ignorance, in which case they won't ever epeat that same mistake again. The old school dye system was abandoned and should be ignored entirely.

Well then make a suggestion about making those dyes not RNG? Which would make a sense given how mess they are atm.
