Rework Devour and higher failstack creator

Make devour offer more to stacks.
Also increase failstacks you can create maybe a way to make insta 50 stacks? Have a cost that is fair and worth it some people arent setup to build stacks. But would gamble if they could just outright get it for a cost. Slightly more cost to build stack with this for the lazyness.
