Building evasion for many classes is unviable for endgame if you compare the effectiveness to others due to passives and base stats, but many of the true endgame items are highly favoring evasion.
I was wondering... you introduced a mirror item to distortion earrings in vaha's, but where is the variant where the discounted dp is evasion instead of DR?
The only optimal offhand weapon for defense and pvm is kutum/BS (shared stat option again). Where is a variant where the dp compensation for the AP loss compared to nouver comes in DR not in Evasion?
(also where are dr supporting passives for classes that are designed to run dr?)

At hardcap (no I don't mean budget-hardcap, I mean hardcap-hardcap) dr is better than evasion atm. The main difference evasion is cheap, dr is expensive. In a fight evasion hardcap vs dr hardcap the dr hardcap player generally has the advantage. Dr doesn't need a buff or better build optimization.
The only evasion builds you're probably struggling against are strikers and mystics. Any other class with hardcap evasion is a lot squishier because lower base dr and worse class vs class damage modifiers.

I don't really think anything you say here holds any truth in it. (allthough gauntlets are quite well built for evasion for sure.)
