Actually yes, that annoying popup does get people to not go to those server.  Right click on a quest in Kamasylvia even with 277/360 AP/DP you get that popup.  Try to log into one of those servers from the server select screen, annoying popup.  Not only does it annoy people, it gets people that don't know anything about the elvia content to avoid the server even tho it would have zero effect on them.

Ya sure that go well for new player experience to load into the game and be confused why non of the mobs you attack take damage an are just one shooting you. Ya can't see anything wrong with not telling a new player to the game that the server there trying to login to has mobs in starting areas that they physcially can't kill. Especially sense many new players don't even realize they can't just switch to a different server anytime they wish cause there nothing in this game that says your account and characters aren't locked to the first server you choose to login too.

Well any competent gamedevs woudl've simply phased the zones, making the highlevel monsters only apear for highlevel players.

And originally they wanted to lock the elvira zones behind the gem of inbalance questline.

But guess PA was being lazzy as usual, and they didn't wanted to bother with that, so picked the easiest solution.

And it wouldn't take much effort either putting in a condition and only show the dialoge to people with low level characters, or put in an option to permenantly disable it.

But no, at the end of the day, they are lazy af, and pick the most easiest solution they can.
