I have a worker in Shakatu. But he has nothing to do, there are only figs and anise in nearby Shakatu Farmland. Maybe you should think about something else, eg. chicken, teff, maybe dried fish in Hope Pier or Shakatu Abandoned Pier - they are good fishing centers, but worker nothing to do.
