Title: Make Elvia skills useable in PVE

Suggestion/Comments: It would be a good quality of life change to let all awakening elvia skills be useable even without an elvia weapon. To help with balancing, you can make it unavailable in PVP and deal reduced damage in PVE when it doesn't have the elvia buff. All the awakening elvia skills look cool and it just feels like a waste not being able to use them apart from elvia grindspots.
