At the moment, there are shards of furious night, shards of drained night, and shards of tearful night. The problem is that most people are farming orcs and get a lot of shards of furious night, but spots like swarm nagas and fogans are not that popular. Land of the morning light is about to come out soon, why not make 2 years old content easier to get the cups. I personally prefer to farm orcs due to high amount of trash loot, and don't want to farm nagas or fogans, and don't have a party for other spots.

You inverted the purpose of shards. They're meant to get people to go to different places and have different goals so that you are not crunched in 1 spot with a ton of other players. Also, some people may even find they enjoy those other spots, thus alleviating this issue a tiny bit.

The simplest and easiest fix would be to let us sell the shards on market...just like...oh would you look at that...the despair crystals, from elvia calpheon, which are the equivalent of the shards from elvia serendia, as you need hundreds of both, to create a cup that can also be sold on the market.
