Hi there, please make sure you turned on all quest types in your O menu.
Additionally, can you elaborate what the issue is? Do you not have the quest "To greater heights" that gives you the necklace, or did you already complete that quest and are now not able to accept the second quest "Fughar's faded memories" that gives you the exp reward? Please clarify that for me.

You can only accept the quest on Season characters above level 60. Is that fulfilled for you?
