Suggestion/Comments:

I will start with a screenshot - look at it, this was uploaded by somebody in 2016. Now take a closer look at the bottom - no i dont mean that datamined 7F which was deleted. ... I mean... yes, thats a shame and i still wonder 6 years later what that horse would look like, but the point is... it already had t9 planned! its written as pegasus, hellhose and unicorn.
This was back in the first months of the game, when it was more like a beta-state, back then when the game was so fresh that having a t4 horse was concidered good and fast and rare. The whole concept of horses up to t9 excisted ... and now... after more than 6 years of this concept, the devs didnt knew for so long what they should transform a doom into? You dont wonder why?
Its like somebody once put this whole template for horse stuff out there as the game was created, but beyond t9 doom lost a huge chunk of its purpose as a pvp battle-horse. And so did dine, since nobody learned fight on horse-back for pve, nobody needed its buffs as badly, so the devs gave its t10 a water-walk instead.

And now to the point: Just like these horsetemplates, planned since the games release, we had a good and partly op horseback-combat feature.
But over the years the devs didnt seem to figure out what they should do with this feature. When they brought new classes, they even stopped giving some classes the ability to fight on horsebacks (looking at you, shai) and therefore nerfed it into the ground for the old classes. No balances, no well-wrought skillpool for new classes. Simply nerfed dead, because of lazyness to balance horse-battles for the sake of
spitting out new classes much faster.
Even horse-gear would make much more sense with a horse-combat-system. But atm... it doesnt. There was once a planned useage for battle horse-gear that gave minus movement speed for the horse. It was meant for this horse-combat! But the devs also screwed this up and made overall-kogdalo. No more extra def for horses was needed at the cost of speed. Now all a horse does is.... speeding, and a barely used buff. It doesnt protect the rider anymore, it doesnt improve the battle-experiences for the player.

Lets return to the so long planned t9 horses - this hellhorse /doom would have made so much more sense, when it would have been combined with the mount-combat system, that once was supposed to work! It was a well thought through concept, just like the horse color theory. A doom and dine with proper combat-riding skills in a heavy battle-armor and for every class available, would have been
content, a 2nd way to navigate thought pve/pvp, and the most important thing -  fun ... but now the game is just spitting out new classes with minimum effort and we got neglected horses turned into taxi.

With the hindsight every1 can say how many times and where PA took an L, but IMO I just don't understand the koreans why its so hard to admit the L and improve. For them its like 98% of a L's is a hill to die on.

Just don't get it.

Who is such a pussy that would rather lose money than admit an L...
