eta: Yep, level 10. Last maintenance removed the restriction if at least one character has reached that level:

Yea finally hit 10 and it popped up. Was almost about to rage quit 2 hrs into this game. Very frustrating for a game that deviates from all the typical key binds and stuff most MMO's use and get thrown into a game as a new player where it's impossible to communicate with anyone. Also I was trying out several classes to see what I wanted to play and having to sit thru that god awful new character tutorial every time. Would have loved to find out I could have just spent 10min leveling up a toon to level 10 and enabling cut scenes skipping. Instead I white-knuckled thru it 6 times trying out different classes.
Just some tips. This game has a very frustrating and challening new player onboarding experience.

Maybe it's just me but it takes roughly 2 min 15 seconds to hit Level 10 following the questline as soon as you kill Grey wolfs and tree's that forces you 1 min into the questline.
Unless your just standing there it literally makes no sense.
