I don't have file from NA server tbh, I just want to acquire it.

you can ask someone on the america server to upload the template on a server and later you can download it
or ask someone on the america server to post which number he put to create this face

Why people are giving such hard way to find it
You can just log on the NA server, grab the template and save it, go back to EU and use it
There is an option on the launcher to pick EU or NA
Why trying to make everything complicated

Ahh that is my creation :) Like Hyruda stated just log in an NA valk it can even be a new one, pull up the beauty album then set that preset to the new valk you just created then click save into the save folder on your hard drive. You should then be able to pull it up onto your EU valk.
