So Israel is still ip blocked ?

Hello my friend. As you may already know, many different countries have many different policies and whatnot.
From the old Terms of Use of Kakao Games. There is no Israel listed on supported countries.
From what I know, that is still not the case here in Pearl Abyss - here on EU/NA (I can't find a specific list of countries).
Sorry if I couldn't be of any help.

Update, just found an article mentioning the supported countries to enlist for EU/NA transfer.

Israel is not found in the list of supported countries.

RU lost its region IP block after transfer from Gamenet to self-published. Could happen here, you'll have to try to find out.

Point is this is just rediculous , and mostly not necesary , how can 99% of all mmo's out there dont have ip-block but BDO does ...
Is like in dota 2 if your are Israel player and tournament is in Argentina you can't join this tournament. So forget about BDO because nobody will fix it because of one Israel player

Don;t worry bro this game is gone! You will see there is big distance between top and mid players so just forget about this game.

I wasn't telling you to play RU version. I asked if you tried the client after transfer, because the website stayed blocked on RU (can't log in), but client is not blocked! So just because NAEU website doesn't let you sign in, did you try NAEU client?
I'm saying if they did one thing for one tranfer, maybe they did the same for the next one. Do you get what I'm saying yet?

You missed the point. I know what they say. Point is RU is supposed to be blocked and website log-in is blocked, but for some reason client/launcher is not blocked. So maybe NAEU is the same way too. Get it?
