So that you can try out Maegu and enjoy the season server benefits, we're readying an additional Fughar’s Timepiece.

For those Adventurers who received a Fughar’s Timepiece from Fughar, we hope you enjoy the new class on the Season Servers.

Does this means that if we use the Fughar’s Timepiece. before the new character release, we will get another one, effectively leveling 3 chars for the price of one :) 

Also hopefully get the second one even if we haven't used the first yet?  Need to know this ahead of time, please!

You'll get another Fughar's Timepiece if you've already used one, effectively giving you three characters for leveling one. They're also giving out a full set of Narchillian gear with the graduation rewards. Just for the Winter season only. Information taken from here:

You may be correct, but the OP has the text copied from that page.  The conditions for the 3rd timepiece aren't clear from that.  Need confirmation before it happens for planning purposes.  

If I need to have already timepieced a character before getting another one, I'd like to have enough chance to actually do something with that character.  I haven't timepieced the first time yet since we are not that far into the season, was (again) ho[ping for Woosa awakening before moving on.  But it seems this may be going the same way as Drakania.  That, also, would be good to know so that I can stop waiting.

I'd rather get the ability to create a second season character instead of more timepieces.

I enjoy leveling. It has pratical benefits (for me at least) too. Like learning the class as you grow, contribution exp, et al.

If there's a better place to request this, let me know. Yes, I could wait until next season, but if there are some 'exclusive' rewards for leveling Maegu during this season then I'd rather not miss out...

Heard via another channel that global labs was given (access to) second timepieces for everyone.

Second timepieceS will indeed be given out. Additionally, everyone will receive a set of full narchillian gear, so you can have some gear even for the timepieced character. 

so i will have two sets of narchillian?

One from the normal way (Exchanging Naru for Narchillian) and one from the season grad rewards, aka two in total. Yes.
