Hope PA takes notice. As far as error ID, I think you can just show them that screenshot and link to these two threads. For video evidence just type in none.
EDIT:
aparently you can go around this by closing steam and launching it again with admin privileges.

First, I noticed OP is on the EU server, but I am on the NA server. This would mean it isn't region specific.
See, you're having it through BDO's steam launcher but I am having it through BDO's own launcher (outside of steam), so this means it isn't steam specific. I relaunched it several times and it didn't fix the problem. I did a "Scan Files" and it started downloading for a bit then switched to scanning files. I play with UAC disabled and on an Administrator account -- haven't had any problems until now and I've been playing the game since before its official release Internationally(Global). Again, no patching problems/loading issues until now, so I guess it may have something to do with some inner security/detection system they may have introduced serverside. The last working patch update I did through the Launcher was 1.33.13 before it started having this problem for me which others are having too and again, does not appear to be launcher specific.
After the file scan finished through the Launcher, it began patching again by replacing 6 packages in the "/Paz/" files structure approximately 5.82GB then switched to "/patch_temp/" file structure and started downloading 1.68GB worth of files, then switched and updated using its downloaded PAZ extension files that it has previously downloaded in the "/Paz/" files structure, then after that, it updated game.bin, etc...
In the end, I was presented with the "Start Game" launcher button. Hopefully, someone can figure out what is going on though because we shouldn't be having this problem unless we were banned and I've never had an account banned on any game before because I play within the ToS/ToU all the time. ;)

I play on NA and EU. (main account EU, so put that so Staff know which is which)
Have notice the problem most when i play on NA; after i have played on NA, then exit the game, then next time i open up the launcher, i get the issue sometimes.
i dont know if the luncher is central or regional.. so maybe im just imagineing a diffrence.
Same here ! Non-steam. Submitted ticket to support yesterday. No reply yet.
Hello Adventurer,
My name is GM Cory and I'm here to assist you with your ticket today.
I can see you are contacting us because you are having an issue with the launcher. Our Support Team does its very best to assist players with any issues that they may be experiencing!
First, please try to disable your antivirus program and your firewall temporarily. After this, I would recommend flushing your DNS Cache and resetting your TCP/IP to make sure the connection hasn't got any bad files that are causing these issues.
You can do this by following these steps:
- Open Command Prompt as an Administrator
- In the console, type ipconfig /flushdns
- If this was successful, you'll see the message 'Successfully flushed the DNS Resolver Cache'.
- Afterwards, type netsh int ip reset into the command console
- Restart your computer as prompted.
If you have any questions or require further assistance, please do not hesitate to re-open your ticket by sending in a new reply.
Kind regards,
GM Cory

Hi, thanks for posting the ticket reply. Did the answer help you? So I know what to recommend for that issue in the future.
It seemed to have worked at first yesterday but I gave it a bit time since the problem was intermittent to begin with and today I am experiencing it again. Unfortunately it did not fix the root of it. Hard to say if it was actually the cause of any difference at all.
After restarting the launcher and logging in again, it would eventually work. Sometimes on the second restart, sometimes on the fifth.. Any ideas ?
