Your 9700k is the issue, an idea would be to upgrade to a Ryzen 5800x3D, 330 EUR, absolute killer CPU for the buck, couple it with a cheap (prev owned?) 3xx, 4xx or 5xx AM3 chipset board and you´ll be set.
this is actually good advice. you should be able to get super good mobo that supports 5800x3d for cheap these days. im assuming u already have at least ok cooler for 9700k that should be enough for 5800x3d.
ive had exact same processor until recently and upgrading made ton of difference in bdo especially in pvp and more demanding situations.
Playing in remastered is your issue not your CPU. The i7-9700k is a beast. I personally run an i5-9600k myself but I play high textures high graphics not remastered. I sit 95fps at 1440p if I put everything to low for war 150-175fps no issues. I run 32gb ram myself and a 2070s. In remastered I have issues maintaining 80fps myself. It's due to all the bloom effects which you can't turn off. I recommend not wasting 1000s$ switching to Ryzen platform and just don't run remastered settings. It's a free solution that will actually work.

That is not a cheap solution, that means a new mobo new CPU and possibly new ram due to incompatible. When the simple solution is not running remastered.
