Sadly it's true that it's essentially impossible to implement a system that won't just be an abuse fest. Whether it's griefing, RMT, or otherwise the player base simply can't be trusted. Nor can the publisher be trusted to create a system that isn't prone to being exploited.

All depend if the devs are smart enough to manage the system in a way that will "punish" ( can be annoying enough to have no one want to be catch, but "fun" enough to not be totaly unpleasant ) the "tracked player" and not that much reward the one(s) getting the bounty.
that way the "why player hunt bounty" have a reason that isnt bound to "personal progression in a grind fest game"
It can eventualy work this way. But as its PA in charge and their discutable design decision, well yeah, i'am not surprised 5years later BDO have no bounty system.
Thoses guys have hard time with very basic, better not expect such thing that imho would requier too much finess for them to handle. ( to have something good, and not just a random and uninteresting GTAO-like bounty, even tho, at least in GTAO you had somes fun chase moment, sometime. )

If it won't be rewarding enough (ie: more rewarding than grinding), then noone will bother with getting the bounty...
You ain't reinvent the wheell here... many game tryed it already, and all failed. Bounty system is pure waste of developer time.
