I've been playing Serendia Elvia and having a blast. The Elvia awakening skills are very fun and I love that they change element depending on the spirit buff. This work is very detailed and the devs put a lot of effort into it. Overall the idea of the three elemental spirit buffs and the type match-up with mobs is super fun, kinda like a rock-paper-scissor game.
Then I went to Calpheon Elvia and it was so.... dry. It's really a shame that all this carefully considered work is wasted. Elvia skills are useless, and the light buff is too generic. I wish mobs had elemental affinities and that you had to use the relevant skills again. I don't like that the development of Elvia is moving away from this mechanic.
What's the point of developing all these skills if they will only be used in a handful of zones? They should at least be useable in all of Elvia. If the concern is about succession lagging behind, a similar prime skill could be added. Please reconsider, PA!

This is the major point I'd say, not that the buffs are fun per-say. Why design skill(s) that can be used sparsely when you've already put in the effort to create the animation and vfx for said skills?
As for Succession not having these in general - even though they outperform in pve mostly - I would say just let them cast the exact same skill in Prime form, they can pull the awa weapon out of their backsides - problem solved.

It can be a wider system where you can choose between the 3 elements (in your skill menu) and one gives AP/Brainrot stats, another gives Accuracy/Ignores and the last one is defensive cringe (for those that don't feel safe in some grind spots).

This is where we disagree. The buffs themselves are stupid and subvert the skill/attention requirements of spots for ~x minutes. Furthermore, when you don't have the daily/weekly wep, every second you've spent with an elvia buff not on you, you are losing money. This is bad design - I'd rather have all of that money baked into the normal rotation and the dmg buff disappearing altogether. Unfortunately, this is not the direction PA wants bdo to go towards, but would rather (always) reward RNG asymmetry.
I do agree that the skills should be rethought though.

If I misunderstood the OP then yeah I agree about the skill being available at all times. I just think that the weapons are stupid all around.
elvia skills were designed by a diff person than calpheon, so you cant do that.
Yeah but then what is the point for 26 skills with three variations each, only usable in 6 zones in the entire game?
