He only needed to hit 5 boats with 1 attack to go neg 250k naval karma. He only thinks he hit a sailboat and sunk it, that is not the case. That shows how little he knows about sailing. The biggest problem is that once he gets to the O'delita quest line, he'll never be able to finish it because the wharf manager during the quest line won't talk to him.
Read Kiteh's response in the threat, she has stated multiple times that the pirate system doesn't do anything to hurt her ability to pirate, and it only hurts the new players.

It's not about the quest 100% but that is a big part and would help out greatly. It's also the fact that the punishment does not fit the crime to any degree, and the punishment doesn't punish the actual criminals in this situation. Once you have a carrack, it takes about an hour to go from neg 1m to 300k positive. Before you have a Carrack it takes about 10 hours to go neg 1m to positive. If you don't even have a boat above the base sailboat you can not recover your naval karma via sailing.
You shouldn't lose naval Karma unless you damage another boat with a boat.
IMO naval Karma should be tied to the boat, I would go so far as to say that if a boat that is negative Karma sinks it can't ever be recovered. They could make it so that once a boat's Karma can't drop any further, then the account wide naval Karma could kick in with the same, 1 sink and the boat is perma deleted. This protects newbies, and it makes it so that pirates are atually punished. Imagine if a player could lose their Nol should they go neg karma on their boat and it sinks. You would cure the "negative Karma pirates" overnight.
