[Suggestion] Port Epheria Ship Facilities Purchase Changes

Port Epheria is an important city in regard to ship and ship-gear construction, with the primary facilities present within this one town. Within other towns, such as Duvencrune and Grana, there are similar facilities. The difference from the two, however, is that in Duvencrune and Grana, players can directly purchase these specialty facilities, whereas you must buy several houses to reach the appropriate facilities in Port Epheria.
My suggestion is simple. Separate the Ship and Ship Part facilities from the other houses in Epheria and permit access to them directly, rather than forcing us to buy a number of houses to reach the desired facilities. This is helpful to both players and PA alike, in my opinion. I will explain why below:
In Black Desert Online, one of the ways that Pearl Abyss entices players to spend money, is in buying increases to their town storages, as this permits users to free up CP by allowing them to sell their storage houses. However, the game also implements a restriction that stops users from using pearl items or houses that increase storage space if it would go over the maximum allowable spaces for the given town.
This causes a few issues. If users want to maximize their storage using pearls then turn around and need to buy a number of houses to reach a specialty facility, they are forced to waste CP on less useful facilities (For example a lvl 1 Refinery, despite having a higher level refinery elsewhere). This harms the player. The way it harms Pearl Abyss is by limiting, to a degree, how much money/pearls are spent on storage increases. Since the user must hold these other houses to reach the specialty facility they want, they would rather spend the cp on storage than lesser facilities, so they do not spend additional money on maximizing their storage space.
The fix for both of these problems, as I stated, is to make specialty facilities separate and individually purchaseable. An alternative, if it is truly necessary to limit the player by forcing them to buy former houses, is to at least provide more useful options beyond storage for each house leading up to that facility (such as lodging, horse ranches, or a facility to increase wharf space).
Sorry for the rant, but I've been thinking of this for quite some time. I've other ideas regarding this as well, but will save them for a future post. Thank you.
