Add imperial delivery to the cities but imo also add an option to call an imperial delivery wagon to stop by at the manor. The feature to call vendors out front is great. Id love an excuse to actually use the manor and this would do it.
My Heidel manor never got beyond use as storage. When my inv and storage filled with decorations I would go rent the Heidel manor for a day and place my junk in the entrance. Dont doom the new manor to this fate <3

Please add all Imperal NPCs to new towns
and
also add cheap 1CP Residences for those with low CP.

It's right there at the start of the story:
We're literally sent by Igor to develop trade ties with Nampo for Balenos. So one obvious option would be to have various trade related functions available once we finish establishing these trade ties, whatever that entails. I assume that will be done during the main quest there at some point, as it's the reason, only reason, we go (story-wise).
Maybe various trade/delivery related NPCs appear when we finish the main story, or the story arc related to establishing trade ties.
Yara yara, dont bring lore reason for this, if you are gonna try excuse using that, then please remove all imperial npcs from Kamasylvia.
Also close Eilton (mostly), muah lore.

What you're saying only gives more weight to adding the NPCs asked for.
