From what I've understood, it's going to be +0.2% per failed attempt. But that's a whole other topic.
The point of this suggestion was to add past failures (before this change will be implemented) to the failstack of all those trainers who suffered the wrath of RNG.
But Chanhay is right, the only way for this to be even possible is if it was a recorded value since the start.
If it's not, then nothing can be done about this, unfortunately. :(

It's just bad design to force people with 80+ fails (who went after t10 unsuccessfully for over 2 years now with constantly failing) to start at 3% like everyone else. Meanwhile the lucky people who already got their two t10s were just able to save up a ton of attempts and will be getting the last t10 at day one because with the new system you'll be very very likely to get it with your ~40 saved taps.
Everyone starting without fs would only be a fair start if there are no saved up attempts. So either remove the saved attempts (which would rightfully result in a riot aka BAD idea) or just give all the people failing for years their fs so they at least don't have to suffer another year if they're unlucky...

They should reward people who started doing the dailies and weeklies years ago and maybe failed a lot of T10s instead of rewarding the people that will start doing the attempts next week. Just make the failstacks retroactive! New people happy, veterans happy, everybody happy!

If they want they can find a way to achieve this. They surely have logs about the crafted Mythical censers, for example

At the Festa Ball it was stated that a failstacking system was going to be added to the Tier 10 Horse attempt process. This is great news for the system because many players have done 45+ attempts without succeeding. I understand that it is normal for the game to make things easier to obtain as time goes on but this is time-gated content due to the Royal Fern Leaves. I am proposing that the prior fails, if you have not succeeded, be added to your tier 10 stack when this content is released. If this is not done, someone now attempting their first ever attempt would have the same percentage as someone doing their 60th attempt without success. I believe an exception should be made for this process due to the large time investment of dailies required.
To put this in terms of time for the royal fern leaves ill use 45 t10 attempts as an example. This example is assuming you have not missed a single day of dailies and you are Master Horse Training.
30 Royal Ferns from weekly + (6 Royal ferns from daily X 7 days in a week)= 72 ferns a week
45 t10 attempts is 4500 Royal Ferns.
4500/72 = 62.5 weeks which is over a year's worth of dailies.

The audacity of this post is wild.
This arugument was used on the cron stone change for outfits. Nobody got extra crons for what they purchased perviously.
This argument was used on the artisan memory improvements (this one was huge). Nobody got extra failstacks for previously purchased Artisans Memory items.
This argument was used on the central marketplace changes, when it went from silver bids to uniform order bids. Nobody got refunds of silver for the items they overpaid for.
You are not going to see sympathy from PA on this, you gambled, and you lost. Just because they are now giving a gift to everyone does not mean you should be mad, you share in this benefit.

As an MMORPG player, you accept the fact that one day things that you've done before will become easier. You can apply OP's logic to other aspects of the game and see why it would be an issue to try and cater for players who have already started or completed the content.
